xp boot disk problem

Hi
I just want to install on new formated hard drive
windows XP pro. On the 3th flopy I get an error code 7
saying that setupdd.sys could not be loaded. Any ideas
what this means an how to go about it? System is 300mhz
with 160 meg Ram ,IBM.
