XP - Automatically Restarts When I Use Turn Off Computer

When I shut down at the end of the day, when I go back to
the computer the next morning it is already on. I am
POSITIVE I am not clicking Restart... Is there a setting
to prevent this from happening?

Are you observing it fully shutdown? If not, you may want to watch and make
sure that it is. If it's just restarting, see if the troubleshooters from
MVP Jim Eshelman help:

If it is, then you likely have a "wake on...." setting active in the system
BIOS. The most common are "wake on lan" (which activates the system when it
detects network activity, common in broadband connections) and "wake on
ring" (which wakes the system when the phone rings). You should disable them
to stop this behavior.
