XP automatic workstation lock

One of our remote offices is complaining about the default domain policy
locking the XP workstations too quick. I have approval to extend the time
period. Where do I do this. The screensaver settings are not enabled in the
default domain policy yet all of these machines lock after a certain amount
of idle time (seems like 15min). Usually I set this at user
config\administrative template\windows\control panel\display.

It seems like this configuration is somewhere else.

It appears as you are in the correct location from what I can tell. You
should have options such as password protect screen saver, screen saver time
out.

I have all of those, but i don't see the existing setting that locks the
users out after 15min, they are all not defined. So if I add a value of 45
minutes to the screensaver lock will it actually extend?

No. Find out where the policy is being applied, on one of the workstations
using rsop.msc. Then edit the policy. I'd link it to an OU for their office
only, if you don't want it to apply to the whole domain.
