XP and partition copying

Please help
trying to copy main partition 2 new hd it gets 28% and
stops tried as master / slave on same cable tried as
master / master sep cable tried 3 dif partition softwares
same thing tried to copy allways stops at ntuser can not
copy any ideals ?
