XP and CDs

I use XP on both my laptop and PC but the CDs aren't
interchangable, the message being that I . . . "don't
have permission to access. . . ."

What in the world am I doing wrong?

You dont seem to be logged as as an Administrator. Boot into Safe Mode and
see if you get log in.
