XP Activation loop

I cannot get to Windows XP to set up my DSL.
The moment I turn the computer on it prompts me:
Do you want to Activate Windows?
If I say yes: Windows is unable to establish a connection
(duh) and logs me off.
If I say no, it logs me off.
 
boot to Safe Mode, and run this fix for activation.

Go to start/run, and type regsvr32.exe regwizc.dll OK, then, regsvr32.exe
licdll.dll

Setup the network connection, and activate.
