XP/98 neighborhood problem

I want to keep this initial msg short,
so I'll just describe the general problem.

I have 3 PC's -- A, B, and C.
Machines A and B run Win98SE, while C runs WinXP.

All three are connected to a LinkSys Etherfast Cable/DSL Router,
which is in turn connected to a Westell DSL modem.
All three can talk to the internet just fine.

A and B can see each other in Network Neighborhood, but
neither A nor B can see C, and
C can see neither A nor B.

Is this at all a known problem?

Is C running ICF? If so, disable it. "Internet Connection Firewall
is not needed if your network already has a firewall or proxy server."
