XP 2 install can't find entry point for GetIUMS in MSDART.dll

While installing XP 2, unregmp2.exe displayed the
message "The procedure entry point Get IUMS could not be
located in the dynamic link library MSDART.dll". I could
not do anything to get rid of this message and restarted
to computer. Now the computer continuously restarts,
even in the SAFE mode.

So, I am stuck .... anyone know what is going on???
Knowledge Base has nothing on GetIUMS or MSDART. Thanks
