XL2007: Protection and Name Manager?

When activating worksheet protection in XL2007, will one of those
checkboxes allow the Name Manager to add and delete names while the
worksheet is protected?

No. This is locked out because defining names local to the sheet (via
the UI) violates sheet protection. You may have better luck doing it
programmatically by removing protection, then reapply it specifying the
parameter 'userinterfaceonly' = true, then define the name via VBA.
