My Intel Bad Axe motherboard has an onboard 12v 1x4 PCI-e power connector,
which powers PCI-e cards. I, of course, connected a power cable to it. Now,
my X1900GT card has a 2x3 PCI-e power connector. Should I also connect a
power cable to it???

You got the logic backwards...

With a X1900GT, you actually don't need to connect anything to the "1x4"
connector on the motherboard. According to Intel's documentation, that
connector is only needed when the card draws more than 75W from the PCIe
slot.

On the other hand, the card requires a power cable to be plugged into the
"2x3" connector to function correctly.
