Whether I play from dvd or internet streaming video I see yellow dots
pixels randomly all over the screen is it due to bad card ?

Are you using a DVI cable or a VGA cable ?
If the cable is DVI, purchase another cable and test it.
It sounds like the cable is corrupting the DVI digital
data stream. The cable may be too long. But there are
other possibilities.
An alternative solution, is to see how the card is set up.
For example, if you use a "reduced blanking" setting
for the DVI interface, that reduces the clock rate on
the interface, and could reduce the "snow" you are
seeing.
You could also test the VGA (analog 15 pin) output of the
card. Some cards come with a "DVI-I to VGA" dongle, which
selects the analog signals carried on the DVI-I output.
Test the VGA on your current monitor (if it has a VGA input)
and also test the VGA on another monitor, if you can find one.
By doing a few comparison tests like that, you'll get a better
idea of what part of the video subsystem is faulty. (I'm not
going to go through all the permutations possible, unless I
have some idea what test options you have available to you.)
"Snow" type defect, can be caused by bad DVI digital cabling,
a DVI output stage with a "closed eye" (replace card), or the
monitor itself could have a defect on the differential
TMDS inputs. The cable is the easiest thing to swap. Testing
for other possibilities is more difficult.
