X Failure - Security Options

My laptop with Windows Vista has been acting rather strange all day. I have
tried to reboot many times, both in "Normal" mode as well as in safe mode.
After running a few different registry repair programs, the laptop seems to
be running fine in safe with Networking mode.

However, when I restart the computer in normal mode, it now returns the
following error message without allowing me to sign-in:

Login process has failed to create the security options dialog.

X Failure - Security Options [In a box]

What sort of additional Vista diagnostics can I run while in Safe mode to
help me track down the source of my problem? Earlier, it was either running
VERY slow or would hang. Again, safe mode seems to be fine so I suspect that
something outside of Core Windows Vista is the source of the problem.

Please advise.

The first thing I would do is restart in Diagnostics Mode and uninstall any
suspicious program. If you Windows Live OneCare installed right now, at all
cost, remove it.

Is that the same as debugging mode (after I press F8 at start-up)? I've been
looking for a "diagnostics" mode but haven't been able to find one -- hence
my post.

No.

Open the 'Run' command - Windows key + R type in 'MSCONFIG' without qoutes,
hit Enter
Go to the General (tab)
Under Startup selection, select the "Diagnostics" radio box
Click OK

Click OK to restart when prompted

When in Diagnostics mode, try uninstalling, if successful, open back
MSCONFIG, General tab, this time select Normal startup click OK and click OK
to restart when prompted.

OK. The system seems to have booted up OK in diagnostic mode. Some services
like networking, security, volume, etc are disabled (by design I suppose).

Your directions don't specify what I am supposed to try to uninstall. I
would assume problematic devices/drivers but I don't know where to look.
