wzc wireless zero configuration problems

A friend of mine recently started having problems with wireless on her Dell laptop. The end result is that when you go to look at available wireless networks you get a message stating
Windows cannot configure this wireless connection.

If you have enabled another program to manage this wireless connection, use that software.

There is no other utility managing the connection. I believe the problem is that wzc service never starts. I found that when she starts her computer disconnected from her docking station she gets an error message

Svchost.exe Application Error

The instruction at "0x100572c0" referenced memory at "0x00000000". The memory could not be "written".

If booting while connected to the docking station everything works fine.

Does anyone know how I can troubleshoot this?

Dell has built-in wireless software, you have to configure that to use WZC
and shut it down before undocking.
