WToolsS.exe problem

I keep getting a window in the middle of my screen that says
WToolsS.exe has encountered a problem and needs to close. We are sorry for the inconvenience. Please tell Microsoft about this problem. Then there are 2 boxes to choose from at the botton "Send Error Report" and "Don't Send". I have tried clicking on the "Send Error Report" which shows up as in the process of sending but never seems to go through. I've tried don't send. Nothing
When I try moving the "box" there is always another underneath - impossible to remove and the box cannot be moved on the screen. Makes trying to do anything next to impossible

remove wintools if you like it try a reinstall

its malware at least, also they spybot updated and adware.
