WTF?? Converting dates from XP to 2003

Ouch...When I read in a spreadsheet in XP, the dates and months are opposite
and all my date data gets messed up.

Seems that one is fomatted as dd-mm-yyyy, and the other is mm-dd-yyyy.

What is going on here, and how to fix it?
 
Probably fix by going into Windows Control Panel>Regional and Language
Options>Regional Options>Customize>Date.

Change your short and/or long date format here.

If it is a format change (either format|cells|number tab) or adjusting your
region settings, then ignore this.

But I'd format one of those opposite dates as MMM DD, YYYY just to make sure
that it's really a date and really the correct date.
