WS_FTP95 LE Blocked for FTP Even with Security Exception in XP Pro

I typically upload/download web files with ws-ftp95 le. It's blocked now. I
have the security update for XP Pro applied as of maybe 18 months ago. I
believe this was find maybe 8 months ago. In fact, I have evidence that it
was. I looked at the security icon on Control Panel, and see that the
program has a check next to it, which I believe should allow it not to be
blocked. If I uncheck it, then I can get to the ftp site. If I put the check
back in, then no access. What's going on? I see several other common program
with the exception check, and they all seem fine: real player, file and
printer sharing, replay player (I use it regularly).

The best way to resolve firewall blocking issues is to modify programs
to work with stateful filtering firewalls. If you cannot modify a
program, you can configure the Windows Firewall to add exceptions for
specific ports and programs. I am sure you have read through this, but
here is the link anyways. http://support.microsoft.com/kb/875357/ and
more specifically read "Recognizing failure symptoms"
Also for a quick fix: this works to sort out firewall problems. If you
have made changes and your system no longer works and you don't even
know where to begin, you can always come to this section as a last
resort and click Restore Default Settings to reset your Windows
Firewall to square one. Then open your FTP APP and make the exception,
of course you will have to this for all you programs as well.
By chance do you have Norton Works, (firewall) and Antivirus on your
computer? In my experience Norton's Firewall is blocking as well.

Thanks for the response. I hadn't seen that page. It sure is laden with
text. I'll read the particular section you mention. I have the exception box
for WS_FTP95 LE checked. If I uncheck the On for the General tab, then I can
get out. I do have NAV, but it and XP Pro seem happy. No other firewalls
other than XP's.

When I fire up WS_FTP95 LE and try to connect, I get a message like "failure
to connect to ftp-www.earthlink.net, connection timed out." It tries
connecting to 207.217.98.210.21.
