Each time i set www.netscape.com as my home page, it
defaults to another page, even when i put that page as a
restricted page under security. Does anyone now how I can
keep this from happening?

Try running up-to-date spyware software such as spybot or ad-aware.
It sounds like your browser was hijacked.

Sounds like your browser has been hijacked and you
probably have some kind of spyware/garbageware on your
system. Did you run any Spyware Programs? Is Windows
updated and patched with all Critical updates?

Here are links to two MUST HAVE programs, if you don't
already have them.
Spybot - http://www.safer-networking.org
Ad-aware - www.lavasoftusa.com
