Does anyone know if there is a way to write to the registry remotely to a
computer that has the Remote Registry Service running that is not on a
domain?

First off, I believe this is a bit off-topic, but:

Yes, there should be possible to do operations on a remote registry, as
long as you supply the right user credentials (i.e. the right username and
password).

If you fail to do this, it might be that you have a firewall or some other
device filtering
your network traffic.
