Write protected files - how to delete

I downloaded a file from the internet called kazaa. I
wanted to uninstall it from my computer again and it will
not let me as a message comes up that this file is
running please close. I click on ok and nothing
happens. Then another message tells me it is write
protected. What can I do to get rid of this file?

At a command prompt rename the file.
Reboot the machine and then delete the file.
