WPA, WGA, Locked out

I was helping my mother with her PC.
It is a Toshiba Satalitte L25-S21.
When I plugged it in, (Ethernet, mouse, power) (ethernet through
a switch and floppy firewall. I switched it on and it downloaded
automatic updates. I didn't pay any attention to what they were
because I do not have a problem on any of my 4 XP boxen using
any and all updates from Microsoft.
I backed up what I needed including a jellybean.
I then went to Windows update to check for all updates
and there were quite a few, but they wouldn't install. A
failed to install notice came up. Shut it down and came
back a few hours later. It would just go to the welcome
screen and when I clicked the icon it said that I had to
activate windows. (no 30 days, no 3 days, nada can not
use until I activate. Oh well try to activate. It said that
the key was bad. I tried the jellybean and the one on
the bottom of the lap top, still no use both were bad.
Clean install wrote zeros to the drive. Still the 25 digit
keys were coming up bad. Any fixes short of paying
Microsoft $35 for a new key..

The product acivation line is no cost.
If your key is genuine, and M$ will test it,
they will help you.
If the key is phony, then my understanding is
you will have to by a retail XP. Perhaps the OEM
disk, it's cheaper.
I've never heard of M$ actually selling a new Key.

This is a laptop computer. Start hammering on Toshiba first
for a proper Product Key. If this also fails, then resort to
a manual activation through Microsoft. Unless the version of
Windows XP is not the one provided by Toshiba along with the
laptop, there is no reason to believe that it is not genuine.

As long as everything is genuine and you are using the original CD that came
with that computer, you are OK.

Using the original Toshiba CD should not require you to enter the Product
Key.
However, since you are inputting the key, that suggests you are not using
the original CD
..Are you using the original Toshiba CD?

No I am not using the original Toshiba CD. It is a restore
CD. It is still sealed. I just use the slipstreamed OEM XPhome
CD and use the number on the bottom of the laptop. The same
way that I have been doing for the last couple of years.
Those restore CDs install AOL and various trial software that is
waaaay to hard to get rid of.
 
If that key worked before with that CD for installation, it will work now.
If it does not, either you are reading the key differently (probable), or
the CD has gone bad (improbable).

This assumes you can not get the key accepted when input during
installation.
At this point there is no communication outside the computer so nothing
external can cause this issue.

Toshiba probably will not help since you are using incorrect media.
Microsoft probably will not help since you are using the wrong key for the
media you are attempting to install.
