wowexec problems on W2k and XP Pro

It appears that wowexec.exe does not work on currently-
patched Windows 2000 Server or Windows XP Pro. 16-bit
applications do not open. Instead you get an hourglass
for a few seconds, and then nothing. Wowexec itself does
not launch. Is there a newer version of wowexec or some
other fix for this problem?
