Workstation Service Error 2138

When I boot my Win2000Server... Netlog on terminates with
a service-specific error 2138 (descripton= "The
Workstation service has not stated.")
Many other services don't start because they are dependent
on Workstation Service.
Any ideas??

What's in the event log?
