Is it possible to configure WorkSpace Meeting button in Outlook 2003 without
Exchange Server or SharePoint Server but just with SharePoint Services ?

I'm not sure what specifically you want to configure, but the meeting workspace feature in Outlook 2003 requires only the ability for meeting creators to create new sites under some Windows SharePoint Services site. Neither Exchange nor SharePoint Portal Server is required.

So tell me please why I haven't that button on my Outlook but at the same
time my Word well "cooperate" with WSS ?

Maybe it was disabled earlier. Check this registry key -- HKCU\Software\Microsoft\Office\11.0\Meetings\Profile -- for a value named EntryUI.
