How do you copy an entire worksheet formatting including
column width, row width, as well as any graphics in one
swoop?

It's probably easiest to copy the entire worksheet (right-click the
worksheet tab and use "Move or copy"), then select the unwanted
data/formulas and press the delete key to clear them.
 
My favorite way is to copy the entire worksheet, hold down Ctrl and drag the sheet tab to the right to create an exact duplicate of the first sheet and then delete what you don't want.
