Working with Wallpaper

I have a downloaded picture for wallpaper on my desktop. I want to add text to the picture. Any idea on how to do it?
 
he means use tha paint program in the START>All PROGRAMS>ACCESSORIES>PAINT
load the image and use the text tool to write on top of it.
He does NOT mean you should paint your screen
