Working on FP locally giving problem

I have just installed FP2002 on my laptop with Win XP Pro. When I am
connected to our office network (MS Server 2003), I can create new web etc.
However, when I am not connecting to the network (that is while I am at
home), it doesn't allow me to create a new web. It gives me an error message
as following:

"An error occured accessing your FrontPage web files. Authors - if aughoring
against a web server, please contact the webmaster for this werver's site.
Webmasters - please see the server's system log for more details."

I have FP server extensions and IIS installed.

Also, where is this system log located on the hard drive?

In your user Temp or Windows Temp folder

You can't create a new root web, only subwebs under http://localhost, so you need to first open
http://localhost in FP, then create a folder, then right click convert to web.
