working offline with outlook

does anyone know why I get this error message when i try to open Outlook
"work Offline"?
"Cannot start Microsoft Outlook. Unable to open the Outlook window. The set
of folders could not be opened."

What version of Outlook and what type of account?
 
It is MS Outlook 2003. It happens whenever I try to start Outlook and am not
connected to the internet. When I click on "Work offline" I get the below
message and the program closes.

Try creating a new mail profile to see if that fixes the issue.
