Workgroup not accessible, you might not have permission

My windows xp recently got corrupted, crashed and I had to restore my C Drive
with orignal op system and lost all of my c drive data. Now I'm trying to
get everything reinstalled and so far, everything works except I cannot get
access to my already set up home network workgroup. I get a message saying
"STEVE not accessible. You might not have permission to use this network
resource". When I go to accounts, I am listed as system administrator. If I
try to add a new account named administrator, I get a message saying that
name already exists but it is not showing up an the list of accounts

Which version of Windows XP are you using?
Which list of accounts are you looking at?
Did you create the workgroup on this computer, or on another one?
Are you using "Simple File Sharing" on all of your workgroup computers?
Do all of the computers on your network have the same version of Windows?

Firewall settings? Is 'Steve' in the trusted zone?

I'm using Norton Internet Security instead of Windows Firewall. I tried
disabling the Norton firewall and was able to at lease access "Steve'
workgroup but there were no shared files from the network visible

I'm using service pack 2 of XP Home; Under user accounts, I have one with my
full name with system admin access and then I have the guest feature enabled
- no others. the workgroup had already been created some time ago. don't
know which computer. I will check that other computers have simple file
sharing checked but all of this was working before this computer crashed. I
have two other desktops with same version of XP and one laptop running 2000

Every XP installation has a built in Administrator account. When another
account with admin privileges is created the built in Administrator account
is hidden. To access for XP Pro from the welcome screen do Ctrl-Alt-Del
twice then type in Administrator and the password. For XP Home boot into
safe mode and that account will appear on the Welcome Screen.
