Workgroup IP networking

I have 3 PC's in a workgroup. They are all on the same IP subnet and can all
ping eachother. However. One PC cannot communicate via netbios, you cannot
see it in network neighbourhood or search for it. Even by IP address. If you
ip config the offending machine it says netbios over tcpip is disabled. Is
this the problem? or can you help me further?

Jem,

The most common reason for this is a misconfigured or overlooked firewall,
though there are other possibilities.

Be sure that NetBIOS Over TCP/IP is explicitly enabled on all computers.
