Does users of Access 98 can work with a data base created in Access 2000?

No, especially since there was no version of Access named Access 98 -
I think you mean 97!

What you will need to do is open the database in A2000 and select
Tools... Convert... Save as Previous Version to save the database in
A97 format. Of course, features which were not available in A97 will
not convert.
 
Unless I missed a memo, there was no Access 98. If

Oh dear.. well, we didn't *mean* to leave you out of the loop, Kevin, but
once we found out you hadn't gotten the memo, well, we were all a little
embarrassed, and by that time Access 2000 was just about to be released, so
we just crossed our fingers and hoped you wouldn't find out... sorry :(
