Word Startup templates are loading twice on TS 2003

I am working with a Terminal 2003 server.
Running:
Citrix Presentation Server
Office 2003
I found something strange with WORD and have not been able resolve. What is
happening: all our company startup templates are loading twice. Meaning
there are duplicates of all of our custom menus and tool bars when MS WORD
starts up.

I removed the templates, loaded a fresh normal, and they disappear and ran a
word repair. Copied good known copies of the templates, and duplicates still
appear.

However, the minute I add just ONE (any one of the custom) template, back to
the startup menu, it gets duplicated.

Any thoughts on what could be causing this considering the environment I am
working in?

Could the toolbars have been duplicated in the templates themselves? Or could
the toolbars have been saved to both Normal and the custom templates? To
troubleshoot this, you may want to move all templates out of the Startup
folder. Then look at each template in turn (by opening it as an ordinary
file). See what happens.

Also, if you are using *code* to create the toolbars, make sure that the
code doesn't add toolbars (and/or toolbar controls) repeatedly.

I hadn't opened 2003 in a while, but then when I did, all the buttons
I had added to the various toolbars were duplicated! I thought it
might be because I had copies of normal.dot in the two different
Startup folders (from back when I couldn't find my customized
toolbars), so I zapped one of them, but I still get the duplicated
buttons.

Normal.dot does not go in your startup folder, but in the user templates
folder.
Move any normal.dot from the Word and Office startup folders to a neutral
location and rename the one in the user template folder to normal.old.

This is directly contrary to the advice from Jay Freedman, which gave
me exactly what I needed -- my old customized toolbars available in
Word2003 under Vista.

If I rename etc., won't Word create a new normal.dot with the default
toolbars?

Given that I see no reply from Jay in this thread, I have no idea what he
recommended.

It is impossible to keep track if you have assorted normal.dot templates
scattered around your system. You should have one and it should be in the
user templates folder. If you then add a copy to the startup folder the
custom toolbars will be duplicated which is the problem you complained of.
By renaming the normal template Word will create a new one and you can use
the organizer to copy custom toolbars etc from the renamed files to it. If
you want toolbars and macros to be provided by an add-in then copy them to
the add-in and delete them from normal.dot.

I don't have duplicated custom toolbars; in the toolbars to which I
added buttons, the added buttons appear twice, side by side.
