Word Protection for Templates

I have created a Template in Word 2003. I need to protect certain elements
however I do not want to use form fields as they seem to have too many
restrictions (form fields won't accept styles, images, etc..) I have
therefore opted for allowing comments and selecting the fields which can be
edited. This seems to work the way I want. My problem is when I save the
template with the password protection and then close it. Once I open the file
again the password protection is no longer in effect. Why is this happening
and how can I fix this problem?
 
Since you are using Word 2003 you can use the new "Read Only"
protection. For those areas you want users to modify mark them as
Exceptions using the Protect Document task pane.

Regarding your password, how do you add the password? Using document
protection? When you saved the document?
