My document moves down 2 spaces. I am trying to print labels for a mail
merge. When I open the document, Word starts a word count. After the word
count is completed 2 returns show (1 in the pg. 1 header and 1 at the top of
the document) and I can not remove the return in the header. I am using Word
2003.
The word count and header problem are unrelated. The header problem is caused by the header for your mailmerge main document having
something in it. If you clear whatever is there from the header (and save the changes), then any labels generated from ti should be
correct.
It could be worse than that. The header and/or auto running macro that feeds
it may be in the normal template. The normal template should never have
header/footer, though some users delight in doing so.

The document is 4 pages of labels using Avery Labels 5660. When you open the
document in "print view", the header shows a return and my document moves
down 2 returns (1 in the header and 1 in the first page of the document) but
if I view the document in "normal" view, nothing shifts down. I deleted the
normal.dot file and once it was recreated no returns showed in the header or
the document.
