Word 2007 spell check phrases

I'm trying to add phrases I used in XP 2003 to my proofing and custom
dictionaries for Word 2007 with little success. I have followed the
instructions with HELP...and this is not working. Please help!
 
Can you say, step by step, exactly what you're doing, and indicate any error
messages you're seeing (or, barring that, indicate how you know it's not
working)?

While you can add words to the custom dictionary, phrases (even if added
directly) don't function. This was true in Word 2003, as well (and I don't
recall that it's ever worked). This reinforces confusion about what you're
trying to do.
