If I add icons to the Quick Access toolbar it seems to be saved locally and
not to the template. How can I change the toolbar so that it is identical
across the network?

Thanks!

Copy the .modified qat files to a network share, then edit your logon script
to copy that file to the local machine.

Thank you, though I'll need to ask you to explain.

Where do i find the qat file? and how do I edit the logon script? Isn't
there a place on the server I can place the qat so that all users use the
server version and not the individual one?

You'll find a separate .qat file for each application (Word.qat,
Excel.qat, etc.) in the folder %appdata%\Microsoft\Office. The
environment variable %appdata% automatically resolves to the
Application Data folder within the individual user's profile.

Although you could create or modify the logon script (a job for your
network administrator) to copy the file to every user, I urge you not
to. The QAT is just about the last place left for each user to easily
customize Office programs to his or her own working style. Forcing all
users to keep the same QAT will damage your organization's
productivity. If you want to make a standard QAT available to users as
a starting point, that's fine, but don't squeeze everyone into the
same straitjacket.
