word 2007 links to question number

I have read the other questions regarding how to link to a question number
that will automatically update, but I still can't get it to work. I have a
list of questions (automatically numbered in word). In a later question, I
cross-reference a question number. When I insert a new question above the
one I cross-referenced, the reference to it doesn't change. I have tried
hitting F9, I have tried print preview to see if it will update when it
prints...nothing works. Any help would be greatly appreciated.

The problem could be that you have pressed Return while the insertion point
was in the start of an already Ref-bookmarked paragraph (i.e. in your
existing question) - this results in the new paragraph being included in the
