Word 2007 Header Styles

I've inserted a header into a word doc that has a built-in line. I want to
change the line color to blue, but cannot select the line to modify it. Also
can't delete it or select it to change any other properties. Only option I
get is the double-arrow to move it.
 
The line is probably border formatting associated with the preceding
paragraph. Click to place the insertion point at the end of the paragraph
mark just above the line (you might need to press Ctrl+Shift+* to toggle
paragraph marks ON so you can see them).

In the Paragraph section of the Home tab (in the ribbon), find the Borders
tool (bottom row, right-most), and click the dropdown arrow, and click
Border and Shading. In the Borders and Shading dialog (borders tab), you
will be able to set the line color.
