Word 2007 blank template?

I am looking to select a blank address label template (#5160 or 8160)
But all I can find is label templates that have already been created for
special occasions or a pre-designed format etc. Is there anywhere I can find
a blank label template with the appropriate layout, So I can start from
scratch?
I always thought the word templates came with a Wizard for ease.

Is my issue only in word 2007? I don't remember having this issue in Word
2003.

On the Mailings tab, click Labels in the Create group, and you will find the
familiar Labels dialog. Click Options and select your Avery stock number.

I thought I was loosing it!
