Word 2003 view footer not functioning

In Print view it is possible to select an existing footer by clicking on the
footer. Using the view header/footer option only possible to view header -
clicking on view footer sends cursor to the body of the document.

Repeatable on new documents - it is not possible to create a footer.
Word 2000 functions correctly on same machine with same settings.

Not possible??? What happens if you click on View | Header and Footer,
which takes you to the header like you say, and then press the Down
arrow key? Or what happens if once you are in the header, you click on
the "Switch Between Header and Footer" button (fourth button from the
right) on the Header and Footer toolbar?

If there are two or more headers in the document it switches from header to
header on pressing the next arrow. Clicking on the view footer simply sends
the cursor to the body of the document . So it is impossible to create a
footer.
In word 2000 the same action opens the footer
