Word 2000 not saving files to default location

I have set up Word 2000 to default save to folder on the server using
Tools-Options-File Locations. But for some reason when I choose "Save" or
"Save As" it defaults to the location of the document I was last working in.

Isn't it supposed to be possible to always have docs save to a default
location?
 
Word defaults to the folder set in File Locations when Word is started, but
retains focus on the last used folder until Word is next started, so what
you see is normal operation. Open documents will always be saved (by
default) to the folder they were opened from.
