Word 2000 Not responding on Windows XP

Word 2000 stalls for a few seconds while loading and in particular while
loading the standard toolbar and the rulers.

If you go to Start/Run and type: winword.exe /a

Then run that, can Word start OK?

That did work from the run command
How do I do this while opening word in the normal way and from doubling
clicking a document?
