Won't pickup DHCP address

Getting IP from a router.

The computer is turned off right now. What difference would the MAC address
make?

That's how IP's are handed out, based on MAC address. If your NIC is broken
(MAC address is all zeros or all "A" then this could be the issue).

Silly question, but the DHCP server is enabled on the router, right?

DHCP works fine on the router - I have 2, both work fine, with
other PC's.

You really do have a strange problem.
At this point, I'd install a freeware network analyzer program like
Wireshark on your problem machine:

<http://www.wireshark.org/download.html>

After installing and running, initiate a network repair and see where
in the DHCP sequence it is failing.

Yes, you would "hope" to see the BootStrapping protocol and responses.
