Wont load https:// (secure) web pages

I am having problems with a computer that will not load https:// pages. I
have tried to use Windows Update... however they use https://. I have a CD
for XP SP2 but when i install it, the internet does not work at all and then
I have to use "computer restore". (Note: all security settings are set on
default.) Could a program interfere with ALL secure connections? Any
suggestions? Thanks!
