Won't go off

I have an ATX PC with an Atlon 1200 processor running
Windows 2000 professional. When I select the restart
option from the shut down screen it does it fine.
Completely shuts down the PC and restart it. When I select
the shut down option it does all the process well up to
the "It is now safe to turn off your computer screen" but
does not shut down as it used to. I am forced to manually
turn it off. What could be the cuse?
