Won't go into standby

Can someone explain to me why Windows XP Home will not go into standbye, nor
turn off the hard disk after the specified period of time? If there is a
piece of software of hardware keeping it from doing this, how do I find out
what it is? Thanks.

Could be Outlook Express. If it is running and goes looking for new
emails say every 5 minutes, your system will never reach its shut down point
e.g. 10 mins!?!

Outlook Express is not usually running.. How would I find out the software
or the hardware that is not allowing it to go into standby after the time I
have set? BTW, I know that the system can go into standby cuz I can manually
do it.
