won't boot up

When I try to boot up, I get the following message:

Missing or currupt file:
<Windows root>\system32\hal.dll.
Please reinstall a copy of the above file.

What do I do?

Another way around it would be to use a boot floppy to start the
computer then repair the boot/ini file when Windows is started, see:
