WMI service refuses to start

Hello!
I have a problem with the WMI Service. It is used to collect some
performance metrics remotely (with Tivoli). The service is stopped, and it
refuses to start. There is an error stating that the service failed to
start in timely fashion (or something like that). In eventLog is:

Event Type: Error
Event Source: Service Control Manager
Event Category: None
Event ID: 7009
Date: 1/25/2006
Time: 3:52:31 PM
User: N/A
Computer: xxx xxx xxx xxx
Description:
Timeout (30000 milliseconds) waiting for the Windows Management
Instrumentation service to connect.

I am trying to view dependancies, but with no success:

WBEM error features not available. Upgrade WMI to a newer build.
Is ti possible to upgrade ONLY WMI? Like some patch, update, or clean
installation? Or in order to reinstall WMI I'll have to repair Windows? I
was searching on M$ KB, but found nothing about Upgrading WBEM.
In the Repository folder where no files. I jus don't now what to do. Any
help will be great appreciated :)

Thank you and have a nice day!
