WMI, Networking and Anti-Virus Errors

I am having numerous problems with my Windows Vista Ultimate 32-bit-based
computer. It appears that these problems are related as they all occurred
simultaneuosly. Hardware includes an Intel Motherboard; Pentium 4
Processor; and an ATI X600 Pro Video Card (with newest Vista drivers from the
ATI
website):

1) From "System Information", I receive the following error: "Can't
Collect Information. Cannot access the Windows Management Instrumentation
software. Windows Management files may be moved or missing". However, I have
checked the status of Windows Management Instrumentation in Windows Services,
and WMI is STARTED (Automatic Mode).

2) WIndows security Center reports that no AntiVirus, AntiSpyware or
Firewall Software is installed or running on the system, although Trend
Micro PC-cillin Internet Security 2007 is installed.

3) In "Computer Management (Local) > System Tools > Event Viewer > Windows
Logs > System", the following error is listed numerous times: "The Windows
Security Center Service was unable to establish event queries with WMI to
monitor third party AntiVirus, AntiSpyware and Firewall"

4) Access to the Network and Sharing Center (from the Control Panel) is
extremely slow. When it finally comes up, Network Discovery is "Off" but I
get no response when I attempt to expand the list (with the down-arrow
button), so I am unable to change the setting. For all intents and purposes,
I have no access to the Network and Sharing Center and cannot view or change
any settings.

5) The Taskbar icon shows a disconnected status (with the Red "X"),
although I am able to use the internet. Mouse-over shows "Connection status:
unknown" and "Server execution failed".

6) My "ATI Catalyst Control Center" will not load even if restarted.

Any assistance anyone could provide will be greatly appreciated!
