WLAN connection

When I switch off the WLAN router and switch on back after a couple of
minutes, my desktop pc with Vista Home Premium cannot connect to the router
automatically or manuually until I re-boot the system. Is it the design of
Vista? I got experience that when I configure a new connection to the
router and I have to re-boot the system before the successful connection.
Any way I can speed up this process?

Two reasons: energy saving including prolonging the life of router &
