wise installation program fail to run on embedded xp

I was not able to run 2 wise installation program, one is
an intel driver (PRO2KXP.exe) on my embedded XP image.

I run dependency check, all the required DLLs have been included
in my image.

My image has command shell only, minlogon,.......everything
else is minimum. All ideas on what components need to be included
so that I could run the wise installation program?

My guess would be the windows installer service
